JILI GAMES Slot Providers Philippines: Who Builds, Tests and Hosts a Game
A studio builds and certifies the game, a test lab checks it, a regulator approves the content, and a casino operator hosts it and holds your account.
- JILI GAMES and BMM Testlabs
- BMM Testlabs is a gaming test laboratory founded in 1981 and based in Las Vegas.
- JILI GAMES and the Casino Operator
- A casino operator opens your account, runs the cashier, sets the terms and answers complaints.
- JILI GAMES on RNG Certification
- RNG certification means a test lab examined a game's random number generator and found it unpredictable and unbiased.
Open any slot in a Philippine lobby and three different companies have already touched it before the first spin. One wrote the game, one tested its maths, and one hosts the screen you are looking at. Slot providers Philippines players meet most are studios, and a studio is not a casino.
This page follows one game from the studio to your phone, names who is responsible at each step, and sets the five studios in this guide side by side. 21+ only, and every figure below is either a studio’s own record or marked as an example.
What a slot provider is and is not
A slot provider is the studio that designs, programs and certifies a slot game, then licenses it to casino operators. The studio owns the art, the maths model and the random number generator inside the game. It does not open player accounts, hold deposits or pay out withdrawals.
JILI describes itself on its own business site as a group of game developers, and its pages offer Play Now and Game Info for each title with no player account at all. That is the shape of a provider: a catalogue, not a cashier.
The confusion comes from names. A casino lobby can borrow a studio’s name, and a studio’s game can sit inside many lobbies. The name on the lobby tells you who runs the account; the name on the game’s info screen tells you who built the game.
Slot providers Philippines players meet, side by side
The table uses only the network’s studio data. Not published means the studio gives no figure, and nothing is filled in for it.
| Studio | Founded | Headquarters | Licence authority as listed | Test labs listed | Publishes RTP |
|---|---|---|---|---|---|
| JILI | Not published | Not published | PAGCOR (Electronic Gaming Licensing Department), game content approval, not an operator licence | GLI, BMM Testlabs | No |
| Pragmatic Play | 2015 | Gibraltar | Malta Gaming Authority; UK Gambling Commission | GLI, Gaming Associates, Quinel | Yes |
| PG Soft | 2015 | Valletta, Malta | Malta Gaming Authority; UK Gambling Commission and Gibraltar as PG Soft lists them | BMM Testlabs, Gaming Associates | Yes |
| JDB | Not published | Not published | PAGCOR (Electronic Gaming Licensing Department), game content approval, not an operator licence | GLI, BMM Testlabs | No |
| Evolution | 2006 | Stockholm, Sweden | Malta Gaming Authority; UK Gambling Commission; about twenty further jurisdictions | GLI | Yes |
Each studio has its own profile: JILI studio profile, Pragmatic Play studio profile, PG Soft studio profile, JDB Gaming studio profile and Evolution live studio profile. For the whole set, see the game providers hub.
The four hand-offs from studio to screen
Every game that reaches a regulated lobby passes the same four hands. The order matters, because each hand answers a different question.
- The studio builds the game and has its random number generator and maths tested by a lab. The studio is responsible for the game doing what its rules say.
- A testing lab checks the code and the maths against a technical standard and issues a report or certificate. The lab is responsible for its own findings, not for the casino.
- A regulator approves the game content for use in its market. In the Philippines that is PAGCOR’s Electronic Gaming Licensing Department for the games it lists.
- A casino operator licensed by the regulator hosts the approved game next to its other titles, opens your account and runs the cashier. The operator is responsible for your balance.
Skip any hand and the claim gets weaker. A studio that says “certified” with no lab named has told you nothing you can check, and a lobby that says “approved” with no regulator named has done the same.
Where the lab sits: RNG certificates and BMM Testlabs
A lab does not play your session. It examines the game before release and, in many markets, again after changes, so that the random outcomes are unpredictable and the published maths matches the code. The RNG certification explainer covers what a certificate tests and what it never promises.
Lab names differ from studio to studio, and a reader should know the biggest ones. BMM Testlabs and what it tests walks through the lab named on JILI, JDB and PG Soft records, using the lab’s own pages. GLI, which the data lists for JILI, Pragmatic Play, JDB and Evolution, describes its own RNG work as source code review, period and range checks, seeding checks and outcome distribution tests.
Where the regulator sits: PAGCOR content approval
PAGCOR’s Electronic Gaming Licensing Department states that it evaluates and approves or denies requests for approval of electronic gaming platforms together with the games or contents to be deployed. It then issues gaming licences to the operators of gaming sites. Those are two separate acts.
JILI and JDB both appear on PAGCOR’s list of EGLD-approved electronic games, each with its own approved-content file. That is content approval. It is not an operator licence, and neither studio holds a PAGCOR operator licence on that basis. Pocket Games Soft, the company behind PG Soft, and Evolution’s live-dealer content have approved-games files too.
Pragmatic Play, PG Soft and Evolution also list licences from the Malta Gaming Authority and the UK Gambling Commission, as the table shows. Those are supplier licences held by the studios in other markets, and they do not make any Philippine casino licensed.
Why the casino is never the studio
A casino operator holds the part of the chain that touches your money. It owns the account you register, the deposit and withdrawal screens, the terms you accept and the support desk you write to. What a casino operator does lists those duties one by one and says whose rules cover a balance.
The studio sees none of that. It delivers the game and stops there. If a withdrawal stalls, the studio is the wrong door, because your account lives with the operator.
This site is a slots guide, not a lobby. Its Register and Login buttons open a partner casino’s sign-up page through a referral link, and that partner casino is the operator for any account you open there. For the angle from a player’s side, read the JILI GAMES online casino review.
Reading a studio’s claim in four steps
- Find the studio’s name on the game’s info screen, not in the lobby banner.
- Search the studio’s own site for the lab it names, and note the lab’s exact name.
- Open the lab’s own site and look for the product or the studio in its pages.
- Check the regulator’s list for the studio’s content file; for PAGCOR, that is the approved electronic games list.
Four matching answers mean the claim holds. One missing answer means ask the casino’s support before staking.
Problems and fixes
A lobby says its slots are licensed, but names no studio or regulator.
Treat the line as a statement about the lobby, not about the games. Open any game’s info screen, read the studio’s name, then look the studio up on the regulator’s list.
A studio's website shows a lab logo but no certificate.
A logo is a claim, not a record. Search the lab’s own site for the studio’s name, or ask the casino’s support which certificate the live version carries.
You cannot find an RTP for a JILI or JDB title.
Both studios publish none, so no number exists to find. Check the game’s own info screen inside the casino, and write down what it shows before you stake.
A balance question lands on the studio's contact page.
Studios do not hold balances. Send the question to the casino operator’s support with your account name, the game and the time of the round.
FAQ
What is a slot provider?
A slot provider is the studio that designs, programs and certifies a slot game, then licenses it to casino operators. It does not run player accounts or a cashier. JILI, Pragmatic Play, PG Soft and JDB are studios of this kind.
Is a slot provider the same as an online casino?
No. The provider supplies the game; the casino operator hosts it, opens your account, takes deposits and pays withdrawals. When something goes wrong with a balance, the operator's terms apply, not the studio's.
Does PAGCOR approving a studio's games make the studio a casino licensee?
No. A game on a PAGCOR EGLD approved-games list has had its content approved for use by operators PAGCOR licenses. That is content approval, not an operator licence, and it says nothing about any particular casino.
Which test labs certify slot studios?
The network's studio data lists GLI and BMM Testlabs for JILI and JDB, BMM Testlabs and Gaming Associates for PG Soft, GLI, Gaming Associates and Quinel for Pragmatic Play, and GLI for Evolution. Each lab's name appears on the studio's own certificate or footer.
Do all slot providers publish an RTP?
No. Pragmatic Play, PG Soft and Evolution are recorded as publishing RTP. JILI and JDB publish none, so their RTP cells read Not published. Read the game's own info screen for the figure a casino runs.
Where do I check which studio made a slot?
Open the game's info or help screen inside the casino; the studio's name sits there, usually with the version. The studio's own site lists its games too. If the two disagree, ask the casino's support before you stake.
