JILI GAMES Game Providers: Studios, Licences & RTP
Under this section you can read 5 pages on game providers.
- JILI GAMES Evolution
- Evolution sits on the studio side of the industry, not the operator side.
- JILI GAMES JDB Gaming
- Studio, not operator: JDB Gaming develops games.
- JILI GAMES JILI
- JILI sits on the studio side of the business, and is not an operator.
- JILI GAMES PG Soft
- PG Soft builds games but does not run casinos.
- JILI GAMES Pragmatic Play
- Operator it is not: Pragmatic Play is a game studio.
People confuse game studios with casinos all the time, yet they are separate companies regulated separately. Covered here are the studios whose games show up in Philippine-facing lobbies, with the facts on who they are, what their licensing genuinely permits, and whether an openly checkable return-to-player figure exists.

A single entry gets each of the 5 pages, with no page summarising several. Should a field above read “not published”, the page for that entry says who would have needed to publish it.
Each entry in a paragraph
There is just enough on each one to show you which page deserves a click.
PG Soft explained
Founded 2015, based in Valletta, Malta. Builds slots.
Malta Gaming Authority: that is the record at the top of its page. Licensee for MGA/B2B/435/2017 is Pocket Games Software Limited, whose company reference is C 76195.
It states RTP openly, so a quoted figure for one of its games leads back to the studio. PG Soft publishes RTP only inside the data the server sends with the page; the field a visitor can read shows a blank dash instead.
Pragmatic Play in full
Founded 2015, based in Gibraltar. Output spans bingo, slots, virtual sports, crash games and live casino.
Malta Gaming Authority: that is the record at the top of its page. The company that holds Licence MGA/B2B/619/2018 is Pragmatic Solutions MT Limited, and no other entity is named.
It states RTP openly, so a quoted figure for one of its games leads back to the studio. The RTP shown by Pragmatic on a title’s game page, a single figure per game, is the top of a range.
JILI explained
No year of founding is listed and no headquarters is given. Table and card games, bingo, slots and fishing games are all on its build list.
Look at its page and the first record you reach is PAGCOR (Electronic Gaming Licensing Department). You will find JILI titles in the PAGCOR EGLD list covering approved electronic games.
It publishes no RTP. No figure for its titles is quoted on this site, and those circulating elsewhere are only third-party estimates that disagree.
JDB Gaming explained
No year of founding is listed and no headquarters is given. Builds fish shooting games, slots.
Look at its page and the first record you reach is PAGCOR (Electronic Gaming Licensing Department). PAGCOR itself publishes a game-content approval list that you can find.
It publishes no RTP. No figure for its titles is quoted on this site, and those circulating elsewhere are only third-party estimates that disagree.
The Evolution entry
Founded 2006, based in Stockholm, Sweden. Builds live dealer casino, live game shows.
Malta Gaming Authority: that is the record at the top of its page. Held under licence MGA/CRP/187/2010 is Evolution Gaming Malta Limited.
It states RTP openly, so a quoted figure for one of its games leads back to the studio. Recorded as publishing RTP, Evolution’s game-show titles have figures reported the same way by third-party sources..
The thing most often got wrong here
Nothing matters more here than the gap between a PAGCOR operator licence and a PAGCOR EGLD listing. What an EGLD listing tells you: PAGCOR has approved the studio’s game content for licensed operators to use. As a licence it is not the studio’s, and it carries no information on any casino that carries those games.
Four out of the seven studios below stop at that. The pages for each of them say so without jargon: “PAGCOR listed” and “PAGCOR licensed” differ by one word and worlds of meaning, and readers are normally looking for the second.
Go into the game itself to confirm game provider details
Taking things on trust is not required anywhere here. Every licence claim on these pages was sourced from a public register, and such registers are open to inspection:
- Malta licences are found by searching the company name, not the brand name, on the MGA authorisation portal. Often the licensee turns out to be a differently named subsidiary, as with Pragmatic Play’s Malta licence, which Pragmatic Solutions MT Limited holds instead of anything called Pragmatic Play.
- A UK licence search runs through the Gambling Commission public register, keyed by account number. Look at an active licence and it shows activities and start dates, with any regulatory settlement against the holder appearing on that record too.
- A PAGCOR EGLD listing is found by locating the studio’s approved-games PDF on pagcor.ph. Take it for what it approves, namely game content that licensed operators may use. No licence is held by the studio unless the document states one.
- Check the studio’s own page dedicated to the title if you need an RTP figure. Absent from the source means absent everywhere, and when comparison sites give two different answers, the disagreement is the finding.
Reaching these studios games in a casino
- Sign in to the casino you registered with and look for a filter or a title search.
- Treat its games list as the answer for your account; studios do not choose where they appear.
- Read the paytable inside the game before you stake, because builds can differ by casino.
- Keep a written limit beside you for the whole session.
FAQ
Who among these studios publishes an RTP figure?
PG Soft, Pragmatic Play, Evolution. Not so for the rest: this site leaves RTP out of their titles and does not borrow a number from a comparison site.
Does a studio licence protect a player?
Not directly. Under a studio licence, it is the company making the games that is covered. A player's recourse follows the operator's regulator, and that licence sits with a different company.
Will I find all five studios in any casino I join?
Not necessarily. Every casino signs its own studios, so its games section is the record of which ones you can open. The studio pages here stick to what each studio publishes about itself.
Is a PAGCOR licence comparable to a PAGCOR EGLD listing, or do they diverge?
Think of an EGLD listing as approval of game content from a studio, for use by PAGCOR-licensed operators. An operator is the licensee under a PAGCOR licence, and the licence authorises it to run a casino. The second is missing from every studio here, while four of them have the first.
Where a studio here has no founding year or headquarters, what is the reason?
Because they do not publish one. JILI and JDB Gaming each decline to disclose either on their own sites. Figures for both are in circulation on affiliate listicles, unsupported by a primary source, and none is reproduced here.
How far does a GLI or BMM certification go towards showing a game is fair?
It signals that an independent test laboratory has reviewed how the random number generator and paytable measure up to a standard. Though meaningful, it is a different thing from a licence, and in both cases the operator offering the game goes unmentioned.
